Notting Hill Carnival risk being cancelled in 2009

The Kensington and Chelsea council, host of the parade which has been taking place every year since 1965 sited a failure in organisation and the late recuriting and training of stewards as the reason for this years Carnival riot outbreak, which resulted in 488 people arrested and 40 police officers injured in scenes which some witnesses describes as a war zone.
Among the demands the second largest street festival in the world must meet to be given the all clear are, it must be run by a competent, experienced organisation, with the proven authority to direct participants and it must make sure carnival is fully risk assessed and that all bands and sound systems have adequate insurance.
